Nation honors top scientists
顧誦芬、王大中獲國家最高科學(xué)技術(shù)獎(jiǎng)

Two scientists, aircraft designer Gu Songfen and nuclear expert Wang Dazhong, won the State Preeminent Science and Technology Award on Wednesday for their outstanding contributions to scientific and technological innovation. Gu, born in 1930 in Jiangsu province, is a renowned aircraft designer. He was in charge of the aerodynamic design of the Shenyang JJ-1, the Nanchang CJ-6, and the Shenyang J-8 and J-8-II, laying the foundations of subsonic and supersonic aircraft design in the country. 
11月3日，飛機(jī)設(shè)計(jì)大師顧誦芬和核能科學(xué)家王大中因在科學(xué)技術(shù)創(chuàng)新中的突出貢獻(xiàn)榮獲國家最高科學(xué)技術(shù)獎(jiǎng)。顧誦芬，1930年出生于江蘇，我國著名飛機(jī)設(shè)計(jì)大師。他主持了殲教1、初教6、殲8、殲8Ⅱ飛機(jī)氣動(dòng)布局設(shè)計(jì)，奠定了我國亞音速飛機(jī)和超音速飛機(jī)氣動(dòng)力設(shè)計(jì)的基石。

Wang, born in 1935 in Hebei province, is an internationally renowned nuclear energy scientist and educator. Wang has worked in nuclear energy technology for decades, presiding over the research, design, construction and operation of China's first 5 mW Low Temperature Nuclear Heating Reactor (NHR-5) and the nation's first 10 mW High Temperature Gas-Cooled Reactor (HTR-10).
王大中，1935年出生于河北，國際著名的核能科學(xué)家、教育家。他在先進(jìn)核能技術(shù)研發(fā)領(lǐng)域幾十年耕耘，主持研究、設(shè)計(jì)、建造、運(yùn)行成功我國第一座5MW殼式一體化低溫核供熱堆以及第一座10MW模塊式球床高溫氣冷實(shí)驗(yàn)堆。

China's grain reserves sufficient, supply secure
我國糧食庫存充足、口糧絕對(duì)安全

China's total grain reserves are currently sufficient, and stocks of wheat and rice, the two major grains, continue to increase, an official said on Wednesday. Supply in the domestic grain market is fully guaranteed, said Qin Yuyun, from the National Food and Strategic Reserves Administration, adding that China's annual grain output in 2021 is projected to exceed 650 billion kilograms for the seventh consecutive year. 
國家糧食和物資儲(chǔ)備局糧食儲(chǔ)備司司長秦玉云11月3日表示，當(dāng)前我國糧食庫存充足，小麥和稻谷兩大口糧品種庫存持續(xù)增加，國內(nèi)糧食市場供應(yīng)完全有保障。秦玉云說，今年糧食豐收已成定局，產(chǎn)量將連續(xù)7年保持在1.3萬億斤以上。

Noting that China's current grain reserves are at a historically high level, Qin said that with several bumper harvests, the country's growing wheat stocks are sufficient to meet consumer demand for a year and a half. Mounting grain reserves can ensure China is "basically self-sufficient in grain, with the supply of staple food absolutely safe," the official said.
秦玉云表示，當(dāng)前我國糧食庫存處于歷史高位，以小麥為例，在連年豐收形勢下，庫存持續(xù)增加，目前可滿足1年半消費(fèi)需求，確保"谷物基本自給、口糧絕對(duì)安全"。

RCEP to go into force on Jan 1
RCEP將于明年1月1日生效

The Association of Southeast Asian Nations (ASEAN) Secretariat announced on Tuesday that the Regional Comprehensive Economic Partnership (RCEP) agreement, the world's largest trade deal so far, would go into force on Jan 1, 2022. The Secretariat has received instruments of ratification from six ASEAN countries, namely Brunei, Cambodia, Laos, Singapore, Thailand, and Vietnam, as well as from the four non-ASEAN signatory states of Australia, China, Japan, and New Zealand. 
東盟秘書處11月2日發(fā)布通知，宣布文萊、柬埔寨、老撾、新加坡、泰國、越南等6個(gè)東盟成員國和澳大利亞、中國、日本、新西蘭等4個(gè)非東盟成員國已向東盟秘書長正式提交核準(zhǔn)書，《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》(RCEP)將于2022年1月1日對(duì)上述十國開始生效。RCEP是目前世界上最大的自由貿(mào)易協(xié)定。

Implementation of the agreement will provide a tremendous boost to post-COVID-19 economic recovery efforts, said the Secretary-General of ASEAN, Dato Lim Jock Hoi. RCEP agreement was reached in November 2020 by the 10 member countries of ASEAN and five of their partner countries. According to the agreement, implementation of RCEP will begin 60 days after ratification by at least six ASEAN and at least three non-ASEAN countries.
東盟秘書處秘書長林玉輝強(qiáng)調(diào)，RCEP的生效將極大地推動(dòng)新冠肺炎疫情后的經(jīng)濟(jì)復(fù)蘇。2020年11月，東盟10國和5個(gè)對(duì)話伙伴國正式簽署該協(xié)定。根據(jù)協(xié)定，RCEP將在至少6個(gè)東盟成員國和至少3個(gè)非東盟成員國批準(zhǔn)后60天生效。

Greene accrues $48K in fines
美眾議員拒戴口罩被罰款

Republican Rep. Marjorie Taylor Greene of Georgia has been fined $48,000 for not wearing a mask on the House floor. The House Ethics Committee publicly disclosed on Monday that Greene has been fined 20 times for not wearing a mask. After receiving an initial warning in May, Greene was fined $500 for her first offense, and $2,500 for each subsequent offense, which is in line with House rules. The fines come from Greene's salary.

Mask mandates were first adopted in the House in July 2020 following Texas Rep. Louie Gohmert's positive COVID-19 test. House Speaker Nancy Pelosi said that masks will be required for members and staff on the floor of the House until they were all fully vaccinated.
