One year after the Third Plenary Session,


黨中央批準(zhǔn)在深圳  珠海  汕頭和廈門(mén)
the CPC leadership approved setting up special export zones


設(shè)立"出口特區(qū)"
in Shenzhen, Zhuhai, Shantou and Xiamen,


允許這些特區(qū)更自由地進(jìn)行出口和貿(mào)易
allowing freer exports and trades in these selected areas.


此后  它們得到了更多政策支持
Later, they were given more policy support,


如稅收減免和鼓勵(lì)外商投資
such as tax reduction and encouragement on foreign investments,


這些"出口特區(qū)"如今被稱(chēng)作"經(jīng)濟(jì)特區(qū)"
and are now known as special economic zones.

Bold reform practices were tested in these zones,

In 1986, China submitted a request to regain


恢復(fù)關(guān)貿(mào)總協(xié)定席位的請(qǐng)求
its status in the General Agreement on Tariffs and Trade,


關(guān)貿(mào)總協(xié)定是世界貿(mào)易組織的前身
which later transformed into the WTO.


經(jīng)過(guò)長(zhǎng)達(dá)15年的談判
With great perseverance,

China managed to join the WTO after a 15-year-long negotiation.

It injected China with a power boost towards globalization.

A market with a population of over 1 billion people

By 2013, China became the largest trading country.


2012年至2016年間
And it contributed to over 30% of the world's

total economic growth during the period between 2012 and 2016.

不是說(shuō)一個(gè)國(guó)家發(fā)展起來(lái)就可以了
The opening up of China's economy


不是說(shuō)一個(gè)國(guó)家發(fā)展起來(lái)就可以了
means more than China's own development.


而是要讓其他國(guó)家一起發(fā)展起來(lái)
It means developing together with other countries


要讓其他國(guó)家分享中國(guó)經(jīng)濟(jì)發(fā)展的成果
and sharing the achievements of China's advancement with them.


睦鄰還不夠
It is not enough to have good neighbors;


還要富鄰
we want them to get wealthier too,


富鄰就是自己發(fā)展起來(lái)了
meaning that once you have achieved something,


還要讓其他國(guó)家發(fā)展起來(lái)
you have to help others develop as well.


國(guó)際社會(huì)也是一樣的
It is the same for the international community.


你自己發(fā)展起來(lái)了
If you have become a developed country


其他國(guó)家發(fā)展不起來(lái)
while other countries have not,


你就會(huì)感覺(jué)到不安全  對(duì)不對(duì)  一樣
wouldn't you feel insecure?


所以我就說(shuō)中國(guó)的經(jīng)濟(jì)開(kāi)放
That's why the opening up of China's economy


不僅僅對(duì)中國(guó)自己很重要
not only bears importance for China,


對(duì)整個(gè)世界都是很重要
but also for the whole world.
