1. BIGGER TAX CUTS COMING THIS YEAR

力度加大！財(cái)政支出更加精準(zhǔn)化

The Ministry of Finance said last year that fiscal revenue【財(cái)政收入】rose 10.7 percent year-on-year to hit 20.25 trillion yuan (about 3.2 trillion dollar), while fiscal spending edged up【略微增加】0.3 percent year-on-year to 24.63 trillion yuan (around 3.89 trillion dollar). The ministry also said China’s tax and fee reductions will be increased in 2022 from last year’s 1.1 trillion yuan (about 173 billion dollar) in cuts. Zhang Hong has more.

財(cái)政部相關(guān)負(fù)責(zé)人表示，去年全國(guó)一般公共預(yù)算收入20.25萬億元，比上年增長(zhǎng)10.7%；一般公共預(yù)算支出24.63萬億元，同比增長(zhǎng)0.3%。與此同時(shí)，今年將在去年1.1萬億元基礎(chǔ)上，實(shí)施更大規(guī)模減稅降費(fèi)。

The ministry said expenditure will support key areas including technology, environmental protection, people’s livelihoods, major regional strategies and modern agriculture. Small and medium-size enterprises (SMEs) will be one of the major beneficiaries of the tax cuts. In 2021, domestic value-added tax and corporate income tax for manufacturing SMEs was deferred, as they faced difficulties stemming from【源于】the COVID-19 pandemic.

財(cái)政部表示，這些預(yù)算支出將重點(diǎn)支持科技攻關(guān)、生態(tài)環(huán)保、基本民生、區(qū)域重大戰(zhàn)略、現(xiàn)代農(nóng)業(yè)等關(guān)鍵領(lǐng)域。中小微企業(yè)將是減稅政策下最大的受益者。2021年，受疫情影響，一些中小企業(yè)生產(chǎn)經(jīng)營(yíng)面臨困難，因此延期征收此類企業(yè)的國(guó)內(nèi)增值稅和企業(yè)所得稅。

“The Ministry of Finance will make use of financing guarantees, and expand tax and fee cuts by offering subsidies and awards to support the financing of SMEs.” 下一步，財(cái)政部將精準(zhǔn)聚焦中小微企業(yè)紓困發(fā)展，進(jìn)一步加大稅費(fèi)優(yōu)惠力度，綜合運(yùn)用融資擔(dān)保、貸款貼息、獎(jiǎng)勵(lì)補(bǔ)助等方式，引導(dǎo)撬動(dòng)金融資源流向中小微企業(yè)，讓中小企業(yè)煥發(fā)更大的生機(jī)。

The ministry also said the country’s current social insurance surplus is 4.8 trillion yuan (about 750 billion dollar), which is sufficient for more than 14 months of pension payments.

財(cái)政部還表示，目前全國(guó)社?；饾L存結(jié)余4.8萬億元，可支付月數(shù)在14個(gè)月以上。

The Ministry of Human Resources and Social Security【人力資源和社會(huì)保障部】said China started to reconfigure the pension fund last month, in order to narrow the disparity between provinces and regions and improve the equity of the national pension system.

此外，人社部表示，我國(guó)從今年1月開始實(shí)施養(yǎng)老保險(xiǎn)全國(guó)統(tǒng)籌。全國(guó)統(tǒng)籌制度實(shí)施后，將在全國(guó)范圍內(nèi)對(duì)地區(qū)間養(yǎng)老保險(xiǎn)基金當(dāng)期余缺進(jìn)行調(diào)劑，用于確保養(yǎng)老金按時(shí)足額發(fā)放。

In Chinese, the number 2 sounds similar to "love". As today marks February 22nd, 2022, and also falls on a Tuesday and the 22nd of first lunar month in the Chinese lunar calendar. The auspicious【吉祥的】day attracted many couples to marriage registration centers across the city. Sun Siqi has more.

在中文里，數(shù)字“二”發(fā)音與“愛”相似。而今天是2022年2月22日，也是農(nóng)歷第一個(gè)月的星期二和22日。因此在這個(gè)滿滿都是愛的日子，滬上各區(qū)婚姻登記中心人氣爆棚。

At 10 o’clock this morning, long queues could be seen in front of the Minhang District Marriage Registration Center.

今天上午10點(diǎn)，閔行區(qū)婚姻登記中心前就已經(jīng)排起了長(zhǎng)隊(duì)。

“We made the appointment at midnight 15 days ago.”  我們當(dāng)時(shí)是提前15天（晚上）12點(diǎn)約的。

“We failed to secure a reservation number and tried our luck by coming here. We arrived early in the morning.” 沒有預(yù)約到，所以一大早就來排隊(duì)，就怕排不上這個(gè)時(shí)間。

“We came here at 7:30 am. The day is full of love as there are many ‘twos’. I hope we can love each other for a long, long time.” 我差不多7點(diǎn)半不到就到了。2022年2月22日不算，還是星期二，那干脆2到底，兩個(gè)人就一直長(zhǎng)長(zhǎng)久久了。

The marriage registration center opened two extra channels and 6 service windows, to tackle the surging demand.

“We will be connected with each other after the registration. It will be my responsibility and obligation, to work hard for our family.” 領(lǐng)了證就是綁定在一起了，是責(zé)任也是義務(wù)，努力賺錢，努力養(yǎng)家。

“I’m very happy and excited now. I will live with my wife happily ever after.” 還挺激動(dòng)，就想好好地和她走下去、過下去。

The city’s largest marriage registration center in Pudong dealt with their overflow by converting an office into another registration window. As of 5pm today, a total of 2,859 couples got married in the city.

全市受理量最大的婚姻登記中心——浦東婚登中心里，一間普通的辦公室今天也變身為第8號(hào)婚登窗口以應(yīng)對(duì)大量的婚姻登記。截至下午五點(diǎn)，全市辦理結(jié)婚登記2859對(duì)。

3. CHINA CALLS FOR DIALOGUE TO SOOTHE UKRAINE TENSIONS

中方就烏克蘭局勢(shì)表態(tài)：呼吁對(duì)話談判以解決分歧

China today (February 22) called on all parties to exercise restraint and resolve differences through dialogue and negotiation to ease tensions in Ukraine. Zhang Yue has more.

今日，中方就烏克蘭局勢(shì)作出表態(tài)，呼吁各方通過對(duì)話和談判解決分歧，緩解烏克蘭的緊張局勢(shì)。

Chinese State Councilor and Foreign Minister Wang Yi was briefed about the United State’s government views and position on the current situation in Ukraine by US Secretary of State Antony Blinken during a phone conversation this morning. Wang said the current situation in the Ukraine crisis is related to the delay in the effective implementation of the new Minsk agreement【《新明斯克協(xié)議》】, and China will continue to work with all parties according to the merits of the matter itself. Foreign Ministry spokesperson Wang Wenbin repeated the central government’s call for all to remain calm to ease tensions and that the purposes and principles of the UN Charter should be jointly upheld.

今日上午，美國(guó)國(guó)務(wù)卿安東尼·布林肯與中國(guó)國(guó)務(wù)委員兼外交部長(zhǎng)王毅通電話。通話中，美方闡述了對(duì)烏克蘭局勢(shì)的相關(guān)立場(chǎng)。王毅表示，烏克蘭問題演變至今，與《新明斯克協(xié)議》遲遲未能有效執(zhí)行密切相關(guān)。中方將繼續(xù)按照事情本身的是非曲直與各方接觸。中方外交部發(fā)言人汪文斌多次表示，中方在烏克蘭問題上的立場(chǎng)是一貫的，任何國(guó)家的合理安全關(guān)切都應(yīng)得到尊重，聯(lián)合國(guó)憲章的宗旨和原則應(yīng)當(dāng)?shù)玫骄S護(hù)。
