The 19th June is International Day for the Elimination of Sexual Violence in Conflict. It serves to remind us that hundreds of thousands women, men and children have suffered, and continue to suffer this appalling abuse.
That is why the UK Government remains committed to leading the Preventing Sexual Violence in Conflict Initiative and to encouraging Government international partners and civil society to do more to end sexual violence.
Our Initiative has now been running for five years. In that time we have committed more than 40 million pounds in funding; trained over 17,000 military and police personnel on how to engage with survivors; and supported more than 70 projects in 26 countries, responding to survivor needs, enabling justice to be served and rebuilding communities.
I am really proud of our contribution. Progress has been made, but it is clear that much more needs to be done. A recent report by the UN Secretary General shows that sexual violence is still being used as a weapon of war - to demoralise, to shame and to oppress individuals and communities.
In South Sudan mass rapes are being perpetrated at military-controlled check points. In Iraq and Syria, nearly 2000 women, men and children are still enslaved by terrorist groups, acting with impunity. And it is encouraging that some women and girls have been released in Nigeria, Iraq and elsewhere. But many more have not returned to their homes due to the stigma associated with sexual violence.
Stigma is an issue right across the world. It not only prolongs survivors’ suffering; it also hinders community reconciliation and reconstruction. And that is why the United Kingdom working with our partners, is leading a campaign to tackle it.
Over the coming months, in over a dozen conflict-affected countries, we are holding workshops for those who have experienced sexual violence, or who work with affected communities. These workshops aim to better understand how stigma affects these countries, and to identify ways to tackle it.
And in September, the UK will go to the UN and call upon Member States and the international community to launch the Principles for Global Action, a new tool to help policy makers address the issue of stigma.
On this International Day for Elimination of Sexual Violence in Conflict, let us remember the victims of his terrible scourge. Let us renew our pledge to prevent others suffering as they have suffered, and, together, let us redouble our efforts to end the stigma of sexual violence. Thank you!
