Groundwater regulation signed 
《地下水管理?xiàng)l例》簽署下月起施行

Chinese Premier Li Keqiang has signed a State Council decree unveiling a regulation on the management of groundwater. The new regulation, which will take effect on Dec 1, sets out specific rules for groundwater in the areas of survey and planning, conservation and protection, over-exploitation treatment, pollution control, and supervision and management. 
國務(wù)院總理李克強(qiáng)日前簽署國務(wù)院令，公布《地下水管理?xiàng)l例》，自2021年12月1日起施行?！稐l例》從調(diào)查與規(guī)劃、節(jié)約與保護(hù)、超采治理、污染防治、監(jiān)督管理等方面作出規(guī)定。

To enhance groundwater conservation and protection, the total amount of groundwater extracted as well as groundwater levels will be placed under control. Except under special circumstances, groundwater that is not replenished easily should not be exploited. It said work should be done to strengthen the control of activities polluting groundwater and the rules that prevent groundwater pollution caused by soil pollution, production and construction activities should be refined.
《條例》規(guī)定，為加強(qiáng)地下水節(jié)約和保護(hù)，實(shí)行地下水取水總量控制和水位控制制度。除特殊情形外，禁止開采難以更新的地下水。強(qiáng)化對污染地下水行為的管控，細(xì)化防止生產(chǎn)建設(shè)活動污染地下水的制度。細(xì)化防止土壤污染導(dǎo)致地下水污染的制度。

Students to be screened for depression
抑郁癥篩查納入學(xué)生健康體檢

China will include screening for depression in student health checks amid efforts to prevent mental disorders among teenagers, according to a statement released Tuesday by the Ministry of Education. The statement was released in response to a proposal on preventing depression among teenage students put forth by the 13th National Committee of the Chinese People's Political Consultative Conference, China's top political advisory body, during its fourth session. 
教育部11月9日對政協(xié)第十三屆全國委員會第四次會議《關(guān)于進(jìn)一步落實(shí)青少年抑郁癥防治措施的提案》進(jìn)行了答復(fù)，明確將推進(jìn)青少年抑郁癥防治工作，將抑郁癥篩查納入學(xué)生健康體檢內(nèi)容。

A record of students' mental health will also be kept so as to track their health status on a regular basis and offer timely interventions if they show signs of mental illness, the statement said, noting a system for prevention will be put in place.
教育部還表示，將建立學(xué)生心理健康檔案，定期評估學(xué)生心理健康狀況，對測評結(jié)果異常的學(xué)生給予及時(shí)干預(yù)。建立全過程青少年抑郁癥防治體系。

Weifang added to Creative Cities Network
濰坊獲'手工藝與民間藝術(shù)之都'稱號

Weifang, Shandong province has been added to UNESCO's Creative Cities Network as a Crafts and Folk Arts City, UNESCO said on Nov 8. Weifang, with a population of 9.38 million, has guqin, a traditional Chinese stringed musical instrument, and paper-cutting listed as masterpieces of Oral and Intangible Heritage of Humanity by UNESCO. 
聯(lián)合國教科文組織11月8日宣布，山東省濰坊市成功加入聯(lián)合國教科文組織"創(chuàng)意城市網(wǎng)絡(luò)"，并被授予"手工藝與民間藝術(shù)之都"稱號。濰坊市有938萬人口，現(xiàn)有古琴(中國傳統(tǒng)弦樂器)和剪紙共2項(xiàng)手工藝與民間藝術(shù)被列入聯(lián)合國教科文組織"人類口頭和非物質(zhì)遺產(chǎn)代表作"名錄。

Among the city's 17 national-level intangible cultural heritages, 10 are crafts and folk arts, such as kite-making techniques and woodblock New Year paintings. An annual international kite festival that started in 1984 has become an international cultural and sports event and an important platform to promote international exchanges and cooperation.

"Marz Edition" ketchup revealed
全球首款'火星番茄醬'問世

Heinz revealed its first "Marz Edition" ketchup with tomatoes produced on Earth in Mars-like conditions. A team of 14 astrobiologists worked for nine months at the Aldrin Space Institute at the Florida Institute of Technology, growing tomatoes in a controlled environment with soil, temperature and water conditions similar to Mars. 
美國亨氏公司日前發(fā)布全球首款"火星番茄醬"。制作這款番茄醬的番茄是科學(xué)家在模擬火星條件下培育的。14名科學(xué)家組成的團(tuán)隊(duì)在佛羅里達(dá)理工學(xué)院奧爾德林空間研究所培育了9個(gè)月才種出這些番茄，他們在實(shí)驗(yàn)中模擬了火星的生存環(huán)境，如土壤、溫度及水源。

Former NASA astronaut Mike Massimino said ketchup has been a staple condiment in space to spruce up dehydrated meals, but the Marz Edition variety has implications that go beyond flavor. The experiment, which has been two years in the making, demonstrates the possibility of long-term food production on Mars. The research team and Massimino will be the first to taste the final product on Nov 10.
美國航空航天局前航天員邁克?馬西米諾表示，番茄醬是太空脫水食物的常用調(diào)味品，但"火星番茄醬"的意義遠(yuǎn)不止口味，這項(xiàng)歷時(shí)2年的實(shí)驗(yàn)還證明了在火星上長期種植食物的可能性。據(jù)悉，該研究團(tuán)隊(duì)和馬西米諾將于11月10日首次品嘗這款"火星番茄醬"。
