人大全團議案和建議解讀

With the annual session of the National People’s Congress beginning tomorrow, lawmakers from Shanghai will be submitting three motions as a group, involving consumer rights protection and business arbitration【仲裁】. Zhang Hong tells us more about the documents.

十三屆全國人大五次會議將在明天開始，上海代表團將以代表團名義向大會提交3件議案，將涉及修改消費者權益保護法和修改企業(yè)破產法。更多信息請聽張泓的報道。

NPC deputies from Shanghai were discussing motions and suggestions on their way to their prep-meeting at the Great Hall of the People in Beijing. One motion proposes the revision of the Consumer Protection Law. It calls for a 7-day grace period during which time consumers are allowed to get a refund for a fitness club membership if they haven’t used it.

在前往人民大會堂參加預備會議的路上，上海代表們還在討論已經通過的全團議案和建議。一項提案是修改《消費者權益保護法》的議案。里面提到要有7天的冷靜期。在此期間，如果消費者沒有使用健身俱樂部會員資格，他們就可以獲得退款。

It will reduce the conflicts between consumers and gym operators so I think the motion to revise the Consumer Protection Law is a good one. 這樣可以減少很多消費者和商家經營者之間的糾紛矛盾，所以對消保法這樣的修訂議案我覺得非常好。

The motion also proposes regulations to crack down on big-data-enabled price discrimination.

這樣的修訂議案還可以有力地打擊“大數(shù)據(jù)殺熟”。

I think the algorithms【算法】 that are used to decide prices should be disclosed and regulated by the government. We also need to put a limit on the information that business owners can get. They cannot collect customers’ information and their shopping behaviors endlessly. 我認為利用算法來進行決策、推送定價，這方面要公開透明。并且要限制商家能夠獲得的消費者的信息，不能無限制地收集消費者在平臺上購物的行為和相關信息。

Another two motions are about the revision of the Arbitration Law and Enterprise Bankruptcy Law. The delegation also submitted a suggestion concerning common prosperity and charity.

另外2件代表團建議是關于修訂《仲裁法》和《企業(yè)破產法》。代表團還提交了一份關于共同富裕和慈善的建議。

The Shanghai delegation has conducted in-depth research, which will promote the development of charities. 這次上海代表團通過比較深入的調研，從而推動整個公益性捐贈事業(yè)。

Another suggestion pertains to enhancing the management of big pre-paid fees for elderly care and regulation of assisted living facilities for seniors.

上海代表團還提出了一件關于加強養(yǎng)老產業(yè)領域預付費大額資金監(jiān)管有序和規(guī)范養(yǎng)老社區(qū)發(fā)展的建議。

2.CHINESE SWIMMERS GEAR UP FOR ASIAN GAMES QUALIFIERS

The 2022 Asian Games will be held this September in the city of Hangzhou in Zhejiang Province, and the qualification events【資格賽】 for the Games will begin in less than a month. Swimmers from Zhejiang Province, one of the best teams in China said the team is gearing up for the event. Reporter Zhang Yue spoke with several of the swimmers earlier today.

2022年亞運會將于今年的9月在浙江省杭州市舉行，亞運會資格賽將在不到一個月后開始。作為中國最好的游泳隊之一的浙江省游泳隊的一名運動員表示正在為資格賽做準備。更多信息請聽張樂的報道。

Fu Yuanhui, who won a bronze medal at the 2016 Rio Olympics in the 100-meter backstroke, said her training has become more scientific and intensity is not the first priority. Fu picked up the bronze in the women’s 100-meter backstroke final at the 14th National Games last September.

在2016年里約奧運會上獲得100米仰泳銅牌的傅園慧表示，在她的訓練中，強度不再是重點，重點是探索更科學的游泳方式。去年9月，傅園慧在第14屆全運會上獲得了女子100米仰泳決賽的銅牌。

Ways to improve my technique in order to improve my performance and make up for any physical weaknesses is now the most vital thing. Tackling my bottlenecks【瓶頸】 is more important than setting up new goals. 現(xiàn)在最重要的是注重技術細節(jié)方面的提升，還彌補體能不足。突破當下的一些瓶頸可能立目標更加重要。

17-year-old Yu Yiting is also looking forward to qualifying for both the Asian Games, and the FINA World Championships. Yu won gold in the 200-meter individual medley final at the National Games.

17歲的余依婷也期待能獲得亞運會和國際泳聯(lián)世界錦標賽的資格。余依婷曾在全運會上贏得了200米個人混合泳決賽的金牌。

Ohashi Yui from Japan will be my biggest competitor if we meet each other at Asian Games. Freestyle and backstroke【仰泳】 is where I am trying to make improvements. 對手主要是東京奧運會日本選手大橋悠依，我會重點去提升自由泳和仰泳這兩個項目。

As one of the strongest swimming teams in China, Team Zhejiang has cultivated many renowned athletes, including Luo Xuejuan, Xu Jiayu, Wang Shun and Ye Shiwen. Former Olympian Le Jingyi who was born and raised in Shanghai, offered her best wishes to cheer the young athletes up. Le has been participating in various youth training programs since her retirement.

Retired athletes like me provide regular training to coaches in clubs and schools. Coaches nowadays are using modern technology and science to train athletes. I am happy to see more talented students being chosen especially since the promotion of the Double Reduction policy【雙減】.像我一樣的退役運動員還是會不定期對俱樂部、學校的教練做培訓。其是雙減的政策推廣下來，我們能看到越來越多好苗子被選出來了。

The 400-meter butterfly, backstroke, breaststroke【蛙泳】 and 800-meter medley will be added to the qualification events. The 19th Asian Games will be held in Hangzhou from September 10th to 25th. 10,000 athletes will compete for around 480 medals in 40 sports, including archery, badminton, and boxing. For the first time ever, more than 300 athletes from Oceania have been given the chance to compete.

4. PERIMETER OF ZAPORIZHZHIA NUCLEAR POWER PLANT ON FIRE

烏克蘭扎波羅熱核電站附近起火

The perimeter of Ukraine’s Zaporizhzhia nuclear power plant was on fire today. The Russian Defense Ministry confirmed the facility and the nearby area were being protected by Russian soldiers. Stephen Rancourt has the story.

The Zaporizhzhia nuclear power plant is the largest of its kind in Europe and provides about 25 percent of Ukraine’s electricity. Surveillance footage shows a huge fireball falling from the sky near the plant, which started a fire.

扎波羅熱核電站是歐洲同類核電廠中最大的，為烏克蘭提供約25%的電力。監(jiān)控畫面顯示，一個巨大的火球從空中落到核電站附近，引發(fā)了火災。

I repeat, the fire started as a result of shooting by Russian Federation forces in the direction of the power plant. 我再次重申，是俄軍向核電站開火引發(fā)了周邊火災。

The International Atomic Energy Agency said the fire had not affected essential equipment. Nuclear safety experts said the major concern with fighting occurring so close to the power station was if its power supply was cut.

國際原子能機構稱烏克蘭方面稱核電站附近的火災沒有影響核電站的重要設備。核安全專家表示，發(fā)電站附近發(fā)生戰(zhàn)斗帶來的最主要的問題是其電源是否被切斷。

Ukraine’s foreign minister warned that if the nuclear power plant blows up, it would be 10 times larger than Chernobyl. However, the IAEA【國際原子能機構】 said there had been no change reported in radiation levels at the plant’s site. China’s Permanent Representative to the United Nations in Vienna, Wang Qun, said the IAEA’s resolution on Ukraine’s nuclear security undermines the agency’s independence as an international organization.Wang made the remarks after voting against the resolution at a meeting convened by the IAEA’s Board of Governors to discuss the situation in Ukraine.The resolution on nuclear safety, security and safeguards regarding the situation in Ukraine, proposed by Canada and Poland, was adopted by the IAEA board at the meeting. The Chinese envoy said the resolution had obviously gone beyond the IAEA’s mandate by introducing many politicized elements.

烏外長當天警告稱，扎波羅熱核電站一旦發(fā)生爆炸，造成的危害將是切爾諾貝利核事故的10倍。不過，國際原子能機構發(fā)布的最新消息稱，扎波羅熱核電站的輻射水平，目前沒有發(fā)生變化。中國常駐維也納聯(lián)合國代表王群表示，國際原子能機構關于烏克蘭核安全的決議損害了該機構作為專業(yè)性國際組織的獨立性。王群在原子能機構理事會召開的就烏克蘭局勢討論的會議上對該決議投了反對票后發(fā)表了上述言論。國際原子能機構召開特別理事會，就加拿大和波蘭兩國提交的有關"烏克蘭局勢下的核安全"決議草案進行表決。中國代表表示，該決議引入了許多政治化因素，顯然超出了國際原子能機構的任務范圍。
