Hello. Hello. Hello. It is rare to be both heartbroken and inspired in the space of a few short hours. But in a village in southern Lebanon, in a part of that country that has been torn by unforgiving war for many, many years.

你好,你好,你好!在短短的幾個(gè)小時(shí)內(nèi)既感到心碎又備受鼓舞,這是很少見(jiàn)的。但在黎巴嫩,這個(gè)國(guó)家的南部的一個(gè)小村莊,多年來(lái)卻被無(wú)情的戰(zhàn)爭(zhēng)撕裂。


I felt both those emotions in equal measure. I felt despair that the world is still using weapons such as landmines and cluster bombs that hurt people so indiscriminately. And I was inspired with hope when I met people who had the courage, the skill and the fortitude to rid their communities of this lethal legacy.

我能同時(shí)感受到這兩種情緒。我感到絕望的是,世界仍在用地雷和集束炸彈等武器不分青紅皂白地傷害人們。當(dāng)我遇到那些有勇氣、技能和毅力讓他們村社擺脫這種致“致命遺贈(zèng)”的人時(shí),我內(nèi)心備受鼓舞,充滿希望。


During that visit to Lebanon, I was privileged to meet the brave and fearless deminers of the Mines Advisory Group, also known as MAG, and to talk to ordinary people whose lives have been affected and devastated by landmines.

在訪問(wèn)黎巴嫩期間,我有幸見(jiàn)到了排雷咨詢組織(又稱MAG)勇敢無(wú)畏的排雷人員,并與那些生活受到地雷影響和破壞的普通民眾進(jìn)行了交談。


The effect of this experience was profound and the issue of landmines is one which has occupied me ever since. Hence, I'm very proud to call myself the first ever ambassador of the Mines Advisory Group.

這一經(jīng)歷對(duì)我影響深遠(yuǎn),地雷問(wèn)題從此一直在我心頭縈繞。因此,我非常自豪地稱自己為排雷咨詢組織第一位大使。


How can it be right that children are dying of as a result of conflicts that ended decades ago? How can it be right that children continue to be killed by weapons that have been banned by the vast majority of countries? How can it be right that mothers and fathers are consumed with anxiety every time their child steps out of the safety of their home?

大量孩童因幾十年前就應(yīng)結(jié)束的沖突而殞命,這怎么可能是正確的呢?大量孩童繼續(xù)被絕大多數(shù)國(guó)家禁止的武器所殺害,這怎么可能是正確的呢?每當(dāng)他們的孩子走出安全的家門(mén)時(shí),父母都會(huì)感到焦慮,這怎么可能是正確的呢?


It isn't right. And it's obvious that it isn't right. So today, as we mark International Day for Mine Awareness and mark the 25th anniversary of the formation of the Mine Ban Treaty, I want to use my voice to speak on behalf of all of those whose lives are still affected by landmines.

這不對(duì),很明顯這是錯(cuò)誤的。因此,今天在我們紀(jì)念國(guó)際地雷意識(shí)日和《禁雷條約》達(dá)成25周年之際,我想用我的聲音代表所有生活仍受地雷影響的人發(fā)言。


I want to use my voice to speak on behalf of all of those who've lost loved ones or whose loved ones have been injured or who have been injured themselves. And I want to use my voice on behalf of all of those who live with the fear that one small step could be their last step.

我想用我的聲音代表所有那些失去親人或其親人受傷或自己受傷的人說(shuō)話。我想用我的聲音代表所有那些生活在恐懼中,每一小步可能是他們最后一步的人發(fā)言。


The Mine Ban Treaty was the direct consequence of a global campaign that brought together governments, civil society, public figures and the general public for a common cause - to end the suffering caused by landmines.

《禁雷條約》是一場(chǎng)全球運(yùn)動(dòng)的直接結(jié)果,這場(chǎng)運(yùn)動(dòng)將各國(guó)政府、民間社會(huì)、公眾人物和普通民眾聚集在一起,為了一個(gè)共同的目標(biāo)——結(jié)束地雷帶來(lái)的痛苦。


The Treaty changed the global political and disarmament landscape, and it paved the way for other life-saving treaties. And there has been much progress over the past 25 years.

該條約改變了全球政治和裁軍格局,為其他挽救生命的條約鋪平了道路,并在過(guò)去的25年中取得了很大進(jìn)展。


Casualties from landmines have dramatically declined since the adoption of the treaty. More than 30 countries have declared themselves land mine free, and the vast majority of the world has banned and rejected landmines, attaching to them a stigma that they richly deserve.

自該條約通過(guò)以來(lái),地雷造成的傷亡已大幅下降。30多個(gè)國(guó)家已經(jīng)宣布本國(guó)已經(jīng)無(wú)雷,世界上絕大多數(shù)國(guó)家已經(jīng)禁止并拒絕使用地雷,并給它們附上了應(yīng)有的污名。


But, the international community simply isn't doing enough about the landmine problem. Landmines still affect some 60 million people across the world. Last year, land mines killed or injured about 19 people every day.

但是,國(guó)際社會(huì)在處理地雷問(wèn)題上做得還不夠。地雷問(wèn)題仍然影響著全世界約6000萬(wàn)人。去年,每天約有19人因地雷受傷或死亡。


Landmines prevent people farming. Landmines prevent children from accessing education. Landmines hamper efforts at sustainable development and they hamper the kind of economic growth which is essential for improving quality of life, health and well-being for some of the world's poorest.

地雷讓人們無(wú)法耕作,地雷讓兒童無(wú)法獲得教育,地雷阻礙了可持續(xù)發(fā)展的努力和經(jīng)濟(jì)增長(zhǎng),而這對(duì)于提高世界上一些最貧困人口的生活質(zhì)量、健康和福祉至關(guān)重要。


I joined MAG as ambassador because I've seen the difference that mag makes to the lives of some of the most vulnerable people in the world. MAG's skilled and courageous staff are actually drawn from affected communities which means the deminers’ own lives have frequently been affected by landmines.

我加入排雷咨詢組織并擔(dān)任大使,因?yàn)槲铱吹搅怂鼘?duì)世界上一些最弱勢(shì)群體的生活所產(chǎn)生的積極影響。MAG組織成熟的技術(shù)以及勇敢的員工實(shí)際上來(lái)自周?chē)苡绊懙拇迳纾@意味著排雷人員的生活經(jīng)常受到地雷的影響。


And it is these individuals who are helping to rid their communities of landmines right across the world, who are my inspiration. They are ordinary people doing an extraordinary job and achieving extraordinary things.

正是世界各地的這些排雷人員在幫助他們?cè)诖迳缜宄乩?,他們是我的靈感來(lái)源。他們是平凡的人,卻做著非凡的工作,并取得了非凡的成就。


So I feel privileged to be able to add my small voice to a chorus, I hope, for change. What does change mean?

所以我非常榮幸能夠盡我的綿薄之力去改變。改變意味著什么呢?


Change means more funding from the world's governments to pay for more landmine clearance. Change means more countries signing and upholding the mine ban convention. Change, ultimately, means fewer lives affected by landmines.

改變,意味著世界各國(guó)政府提供更多資金,以支付更多的排雷費(fèi)用。改變,意味著更多的國(guó)家簽署,維護(hù)禁雷公約。改變,最終意味著更少的生命受到地雷的威脅。


I'm humbled to support those working so hard to clear their communities of landmines in whatever way I can. Their courage and their skill, they're unmatchable, in my opinion.

那些如此努力的工作者想盡各種方式清除他們村社的地雷,我謙卑地支持他們。在我看來(lái),他們的勇氣和技能是無(wú)可比擬的。


So please please join me in supporting them in their mission. Together, we can all play our small part in helping to make the world a safer place. And together, we can play a small part in saving lives and building new futures for millions and millions of people right across the globe. Thank you!
